TANZANIA UNIVERSITIES SPORTS ASSOCIATION (TUSA) RULES AND REGULATIONS GOVERNING THE 2011 GAMES

 BE HELD IN TANGA CITY AND HOSTED BY TUSA

FROM NOVEMBER 26TH TO DECEMBER 1ST 2011
1.0.      INTRODUCTION
Tanzania Universities Sports Association (TUSA) is a national organization formed to supervise, organize and develop sports activities for member universities in Tanzania.  TUSA games are competitions which take place after every two years.  Hosting of these games rotates within TUSA’s member Universities.  However this year TUSA will coordinate the games in collaboration with its organs and member universities.  This year games is expected to be organized at a very high level to meet international standards of EAUSF, FASU and FISU.  Tanga games 2012 should focus on the 2012 EAUSF games to be hosted by TUSA and coordinated by the University of Dar es Salaam.

1.1.      PURPOSE OF THE PAPER
This paper comprise sub headings that carry some information to explain various activities that will be taken care by the Technical committee and Technical Sub Committees. In general the paper deals with the following sections;  List of Sports discipline to be competed, General regulations, The Olympic Spirit, Obligation of Organizers, Administrative regulations, Protest, Appeals, Honour of fixture, Mode of play and technical rules.

1.2.      Sports to be involved
Ø  Athletics (M & W)
Ø  Basketball (M&W)
Ø  Netball (W)
Ø  Soccer (M)
Ø  Table Tennis (M&W)
Ø  Volleyball (M&W)
Ø  Pool Table

1.3.      General Regulations
(a)        The games shall be organized by the Tanzania Universities Sports Association (TUSA) in collaboration with the Host University (MUCE) and Directly supervised and administered by the TUSA – Technical Sub-committees.
(b)        The sporting events shall be organized in the FISU and Olympic spirit by which no discrimination is allowed against any person on grounds of face, region, religion and political or cultural affiliation.
(c)        All TUSA’s member universities will be allowed to participate, subject to payment of TUSA annual fees and participation fee.
(d)       Participants in the games shall be full time registered students, in at least a  one year programme.  In all cases the organizers shall request for the identification of students and prior to the start of each event, players shall be required to produce their accredation cards.
(e)        There will only be competition in disciplines that have at last 4 entries (4 Universities).

1.4.      The Olympic spirit
The Tanzania Universities Sports Association is intended to provide a medium of high level competitions and participation for our  member talented Universities students for health expression of excellence in performance and in fulfillment of the TUSA’S constitution.

For the athletes (Sports men and Women) emphasis should be placed on fair play, safety, honour of team mates and opponents, acceptance of victory with humility and defeat with grace.  Competing by unfair means is sanctionable.

The coaches, although doing at outmost within the rules to enable their teams win, must place honour, team welfare and respect for officials and fellow coaches above victory.

All officials should be just objective and courteous but also firm in enforcing the rules.

1.5.      Obligation Organizers
The technical committee, technical sub committee and the executive committee of TUSA are responsible on the following:-
(a)      To look for venues, facilities, materials and equipment officially recognized by the appropriate international sports federation for the smooth running of the Games.  Each team is, however, required to have their own sports gear such as balls.
(b)      To find referees, judges etc. for the perfect running of competitions according to the regulations of TUSA in collaboration with host University.
(c)      To provide an efficient information system to keep the participants dully informed about the programme and the results of the event.

2.0.      Administrative Regulations
The technical committee shall ensure the smooth running of the games according to the rules of each discipline and in conformity with the general regulations governing the games.  However, at this point TUSA may co-opt any sports expert from sports association/ organization/ federation/council/institutions etc.  for each discipline, on an adhoc basis, the Technical Secretary shall constitute a Technical sub-committee (TSC).
The Technical Sub Committee shall
(a)           Ensure that its discipline is run according to the rules (administrative and technical) of the discipline and to ensure that all the results of each match are sent to the Secretary of the Technical Committee (TC).
(b)           Handle all complains arising from that discipline and if necessary refers the matter to an Appeals committee whose decision shall be final
(c)            Reschedule of fixture, but only after consultation with the secretary of the (TC) and the communication done in writing.
(d)           Make decisition that shall be final and binding.
(e)           Select best player and TUSA team for a respective discipline e.g. Netball team without biase.

The (TSC) shall consist of
(a)     Coordinator who will also act as a Secretary
(b)     Any two members from participating University fit in the respective discipline.

3.0.      PROTESTS
(a)       All protests concerning the discipline shall be submitted in
       writing to the coordinator TSC fifteen (15) minutes before the start of the match.  The coordinator of the TSC shall if necessary call the committee.  The ruling by the committee shall be given within three (3) hours after launching the protest.
(b)    Protest shall not be accompanied by any fee.  If a team is not
satisfied with protest decision, shall place an appeal after the match.

4.0.      APPEALS
(a)      All appeals must be made within three hours after
communicating with the coordinator of the TPS, and the Secretary of the appeals committee who shall then call the jury of appeal.
(b)      For appeals to be considered, a fee of TShs. 50,000/= shall be
paid.  Such a fee is non refundable if appeal is upheld. 
  (c )  The jury of appeal shall consists of:-
(i)    TUSA Chairperson who will chair the appeal committee
(ii)   TUSA executive members
(iii)  Chairperson and Secretary of the Technical Committee
(iv)   Coordinator of the TSC

5.0.      Honour of Fixture
(a)          All registered competitors (University) must honour a fixture unless informed in writing of its cancellation by the coordinator TC.
(b)         All teams must report to the competition venues and report to the official twenty minutes before scheduled kick off time.  A walk over shall only be given by the Technical Secretary on recommendation from the relevant TSC.

6.0.      Mode of play
The mode of play for each of the discipline shall be determined in a meeting convened to make draws for all participating Universities.

7.0.      General Discipline During the Games
(a)      All players and spectators are expected to keep discipline during matches.  Each University is requested to cooperate with the organizers for the smooth running of the games.  Each University will be held accountable for the behavior of their teams and fans.
(b)      If a team willfully refuses to play or will fully abandons a match in progress without prior consent of the match referees, then, subject to confirmation by the dispute committee, that team will be sanctioned accordingly.
(c)      A team may play under protest
(d)      If a team has been expelled from the tournament for whatever reasons,  the team shall be deemed to have awarded no pool competition table points.
(e)      For the purpose of determining standings in the pool competition table, all match results against such team shall be deemed null and avoid.  This means that all pool competition table points awarded in matches against the team will not be taken into account in determining standing in the pool competition table.
(f)       A team listed 1st in a fixture will be designated to home team and the 2nd listed the away team.  In case of a clash in the colour of jerseys, the away team shall be called upon to change their jerseys.

8.0.      TECHNICAL RULES
8.1.      BASKETBALL (MEN & WOMEN)
(a)     FIBA rules shall apply as localized to our situation
(b)     In the case of disqualifying foul, the concerned player shall be suspected for the ongoing match only.  However, incase of extreme indiscipline, the TSC may recommend a longer suspension from the matches.
(c)      In preliminary stages each match shall last 40 minutes, with each quarter lasting for 10 minutes.
(d)     At the semi-final and final stages the clock will be stopped during the time out and the match shall last 60 minutes with each quarter last for 15 minutes.

(f)       Each team MUST have proper basketball outfit, with numbers

8.2.       TRACK AND FIELD (ATHLETICS)
The following events shall be included 
Men
100m, 200m, 400m, 800m, 1500m, 5000m, 10,000m, 110m hurdles, 100m x 4 Relay, 400m x 4 Relay.  Discus, short putting, javelin, high jump, long jump and Tripple Jump.

Women
100m, 200m, 400m, 800m, 1500m, 10,000m, 110m hudles, 100m x 4 Relay, 400m x 4 Relay and all the field event as for the men.

(a)      Each team shall present a maximum of three (3) competitors for the individual events and one team for the relays.
(b)      Each team shall be credited with the total gold, silver or bronze medals it earns from each event.  In any event the gold shall be placed higher than silver and silver higher than a bronze.  Therefore a team with a single gold shall be placed higher than a team with a lost of silver medals if such a team has no gold at all.
(c)      Failure to show up and or not be punctual for any event without compelling reasons shall cause immediate disqualification.  An athlete who is to compete in a field event and a track event must first obtain permission from the field judge.
(d)      Competitors must wear proper athletics gear with numbers.
(e)      I.A.A.F Rules apply incase there is need to break a tie.

8.3.      VOLLEYBALL (MEN & WOMEN)
(a)       International Volleyball rules shall apply – as localized to our situation.
(b)       Preliminaries matches shall be played in best of three (3) while semifinals and finals shall be played in best of five (5).
(c)       In the event of tie in positions (if league or pool league is used) the team which has won the most sets, shall be placed higher than the other teams.
(d)      In the event of a tie in sets, the team with the least point scored against it shall be placed higher than another team.  If a tie still persists, between the two teams, the match between the two teams shall determine the positioning.
(e)      Each team shall WEAR proper volleyball uniforms with numbers.

8.4.      NETBALL (MEN & WOMEN)
(a)       International federation Netball Association (IFA) Rules will apply, as localized to our situation, except for duration of matches and ten (10) minutes waiting period upon which match will be called off if a team does not turn up.
(b)       Qualify for the next round where two teams are equal on points after the initial stages, the following priorities will apply to determine their positions.
(i)           Goal differences
(ii)          Goal Scored
(iii)        Goal against
(iv)         Results between two teams match.
(c)       Incase of a tie in the knock out phase, sudden death shall apply upon expiry of full time.
(d)       Each match shall last two halves of 20 minutes each in the preliminaries and standard of an hour with four quarters at the semifinals and finals
(e)       Each team MUST WEAR proper netball outfit with playing positions.

8.5.      SOCCER (MEN & WOMEN)
(a)    FIFA rules shall apply, except for the duration of matches and a ten minutes waiting period upon which a match will be called off if a team does not turn up.
(b)    If there is a tie in positions, the team with a favorable difference on either goals for or goals against shall win.  If the tie still exists, the team with the highest number of goals shall win.
(c)     A player sent off from the field is automatically suspended for the next match.  Before he can participate in the rest of the matches his case will have to be reviewed by TSC.
(d)    Each preliminary match shall be played for 35 minutes each half.  Semifinal and final matches shall be 45 minutes each half.  Incase of a draw, post match penalty shoot outs shall be used to determine the winner.
(e)    Each team MUST WEAR proper football uniforms;  protective gears inclusive (shin-guards and goalkeeper gloves)

8.6.      TABLE TENNIS (MEN & WOMEN)
(a)       The table tennis competition will be organized in accordance with the most recent technical regulations of the International Table Tennis Federation (ITIF).
(b)       Table Tennis will include the following events.
-   Men’s event:                Single and doubles
-   Women’s event:           Single and doubles
-   Mixed:                         doubles

(c)        Each team (University) is allowed to enter a maximum of 8 players.  Each University may enter in
·         Individual Tournament
-   Men:                     Maximum four (4) players
-   Women:                 Maximum four (4) players

8.7.      POOL TABLE
(a)     International Pool Table rules shall apply
(b)     Each participating University shall enter a maximum of six players, three men and three women.

OFFICIALS
·               To be hired from Tanga local sports federations/ associations
·               Should be of high integrity and professionalism
·               A reasonable rate and mode of payment for officials should be worked out in advance to avoid boycotts.

Accreditation of teams
·               All players and officials will have to be accredited in order to gain access to sports facilities.
·               The accreditation fee will be decided by financial sub committee
·               All players to produce a valid students ID before being issued with an accreditation card
·               Accreditation card to be carried throughout (if provided) and all other related areas for security reasons.
·               Participants should send their passport size photographs one month before the tournaments.

Award
·               Awards are incentives for winning and participating which will include medals, trophies and certificate of participation.
·               Medal tallies will be used for ranking institutions.  All medalists to be awarded individual medals. E.g. gold, silver and bronze.
·               In all cases gold will be ranked higher than silver and bronze.
·               Certificates of participation to be awarded to all participants.
·               Note that trophies will only be issued to the champions and runner up of each event of men and women.  The over all winners men and women will be recognize by combined medal tally.
·               To avoid congestion at the closing ceremony, track and field events medals shall be given out during athletics day.




Medical
Note that the organizer (TUSA) will facilitate first aid Services during matches, but it is recommended that every University to have its own first Aid Kit.  However it is the responsibility of the respective University to pay for evacuation during emergencies and for any out patient and in patient medical expenses.  Each institution should make provision for medical care related expenses.
